The first and second phases <br />would include interior renovations to the existing building to support the proposed addition and <br />the proposed addition. Construction would take place between summer 2019 and summer 2021. <br />Phases three, four, and five would involve interior renovations of exi sting buildings and is <br />anticipated to begin once the proposed addition is constructed and occupied. The current schedule <br />is to complete the proposed addition and all interior renovations by Fall 2023. <br /> <br />During the Master Plan Amendment process, the Applicant received approval for general site <br />design, building locations, and building heights. The Variance granted at the March 26, 2018 City <br />Council Meeting allows the building addition to encroach 32 feet into the Lake Valentine ordinary <br />high water level setbacks. The minimum structure setback from the ordinary high water level of <br />Valentine Lake is 150 feet. The proposed addition to the Academics Common building would be <br />located 118 feet from the ordinary high water level and is consistent with the previously approved <br />variance. The proposed addition meets all other setback requirements. <br /> <br />The City Council approval of the CUP Amendment and Variance in March 2018 also required <br />Bethel University to provide vegetative screening or other type of buffer along the Valentine Lake <br />shoreline. The proposed Landscape Plan includes six trees that will be planted between the shores <br />of Lake Valentine and the building addition. An existing large oak tree located between the <br />building addition and the shores of Lake Valentine will remain and be protected throughout <br />construction, preserving existing screening. <br /> <br /> <br /> <br />To ensure the materials match the existing building, staff is requiring the Applicant to provide a <br />materials board prior to the issuance of a building permit. The proposed addition is utilizing the <br />same materials as the existing Academic Commons building and the overall design of the proposed
