Freestanding Signage – Meets Requirements <br />Proposed signs on the site are auxiliary, relating to traffic movement, circulation, and parking. <br />The maximum sign copy area for auxiliary signs is 2 square feet. <br /> <br />4. Traffic Study <br />The use of the parking lot on the north side of Lake Valentine Road for student and staff parking <br />creates the potential for conflicts between pedestrians crossing the road and automotive vehicles. <br />Safety improvements are required to mitigate the potential impacts of these conflicts. The applicant <br />has provided an initial traffic impact study and a draft plan to address these issues. City staff <br />requested an update to the study and revised plans. The revised plans have been submitted and are <br />currently under review. The revised report has not been submitted as of the writing of this report. <br />Findings and recommendations of this report should be included as conditions of approval of the <br />project. <br /> <br />Comprehensive Plan Amendment <br />The property at 1900 Lake Valentine Road is guided for Public and Institutional uses. The property <br />at 1901 Lake Valentine Road is currently guided for Low Density Residential uses. The applicant <br />has submitted an application for an amendment to the Comprehensive Plan; however, this <br />amendment cannot be formerly approved until the 2040 plan is approved by the Metropolitan <br />Council. The proposed Public and Institution designation is consistent with the use and designation <br />of the adjacent properties. <br /> <br />Suggested Findings of Fact <br />Staff offers the following findings of fact for consideration: <br />1. The properties located at 1900 and 1901 Lake Valentine Road are located in the R-1 Single <br />Family Residential District. <br />2. The applicant has proposed a Master Planned Unit Development in order to include <br />noncontiguous parcels as a single use. Other components of the proposal are classroom and <br />gymnasium additions, reconfiguration of the bus parking lot and the staff and student <br />parking lots, and reconfiguration of athletic fields. <br />3. The applicant has submitted a Master and Final Planned Unit Development. <br />4. The Master PUD is generally consistent with the requirements of the City Code. <br />5. Where the plan is not in conformance with the City Code, flexibility has been requested by <br />the applicant and/or conditions have been placed on an approval that would mitigate the <br />nonconformity. <br />6. Flexibility through the PUD process has been requested in the following areas: planting <br />island coverage, tree replacement, building height, and wall signage. <br />7. The proposed development plan exceeds the minimum requirements of the City Code in <br />the following areas: lot size, building coverage, landscape coverage, setbacks, street trees, <br />perennials and shrubs, tree selection, lighting, screening, location and number of parking <br />stalls, aesthetics and freestanding signs. <br />8. The Master PUD is in conformance with the draft Arden Hills 2040 Comprehensive Plan, <br />as proposed to be amended. The properties at 1900 and 1901 Lake Valentine Road are
