3.​ ​Suggestions for Improvement <br /> The Production System is the chain of equipment that creates the video and audio signal for <br />cable and web transmission. When updating cameras to HD, the subsequent equipment in <br />the chain must also be upgraded in order to process the amount of data that is transmitted. <br />We recommend replacement of the production switcher, the cameras, terminal equipment, <br />and the control room monitors. <br /> <br />The production switcher is the main control that changes the video input to the appropriate <br />shot or graphic. <br /> <br />Production Switcher category of the quote has the switcher, interface, and the corresponding <br />power supplies. This particular production switcher is the same interface that North Oaks and <br />Falcon Heights use. It provides a simple, user friendly interface, which is important for backup <br />producers to have. We want to create a simple, easy to use system. It is a computer based <br />switcher. <br /> <br />The terminal equipment includes the recording and transmission devices. These are essential <br />to relay the content for cablecast and recording. In this category, this equipment ensures <br />audio is synced, and video is converted properly. This equipment is critical and cannot be <br />substituted. <br /> <br />Test monitors are important to ensure the video signal is viewed properly. There may be <br />minor cost savings with different vendors in this category. <br /> <br />Recording and Streaming ensures we record a local backup and stream the proper signal for <br />on air and web transmission. This equipment is also critical and cannot be substituted. Arden <br />Hills has already purchased the web streaming appliance, which is called a HELO, is in the <br />process of being installed. <br /> <br />The network and computer section is related to signal transmission over IP video. A robust <br />internet switch is necessary to ensure high quality video. The XPression computer is a <br />graphics generator that provides high quality graphics during the meetings. Graphics are <br />important for viewers, as it helps viewers identify agenda items being discussed. <br /> <br />There are two options for PTZ (Pan, tilt, zoom) cameras that fit within budget. The prefered <br />cameras, which were installed at Little Canada, Mounds View, New Brighton, Roseville and <br />St. Anthony, provide a crisper higher-quality camera image. The alternative, less expensive <br />option was installed by Falcon Heights and North Oaks. There is an approximate cost savings <br />of $11,500 with the secondary cameras. <br /> <br />We are also recommending a fourth, static camera in the back of the room for a wide shot.
