The Hazard Identification for the M ounds <br />view High School site is shown below. <br /> <br />HAZARD IDENTIFICATION FOR MOUNDS VIEW HIGH SCHOOL <br /> <br />The nine items listed in the MnDOT School Zone Speed Limit guidance are described below. <br /> <br />1. Roadway geometry – Under existing conditions, Lake Valentine Road is <br />approximately 44 feet wide. Under the proposed plan, the pedestrian crossing <br />distance would be reduced through the construction of a raised median at the <br />pedestrian crossing locations. <br /> <br />2. Traffic volume – The Average Annual Daily Traffic (AADT) volume in 2017 on Lake <br />Valentine Road was 4,300 vehicles per day. Traffic volumes near the high school <br />peak at the start and end of the school day. <br /> <br />3. Pedestrian volumes – Under existing conditions, there were 49 pedestrians crossing <br />Lake Valentine Road from 6:30 to 7:30 a.m. and 42 crossing from 1:45 to 2:45 p.m. <br />Pedestrian crossing volumes peak at the start and end of the school day. Under <br />future conditions pedestrian volumes crossing Lake Valentine Road could increase <br />significantly due to additional parking located on the north side of the street. <br /> <br />4. Parking – Under existing conditions the 44 foot roadway width allows for temporary <br />parking to occur in the pedestrian crossing area. The proposed plan reduces the <br />through lane width, making on-street parking at the crossing locations difficult. On- <br />street parking will not be allowed at the pedestrian crossing locations. <br /> <br />5. Traffic control devices. All existing traffic control devices are operating correctly and <br />are not hidden by vegetation. The proposed plan includes the addition of <br />Rectangular Rapid Flashing Beacons (RRFB) at the pedestrian crossing locations on <br />Lake Valentine Road. <br /> <br />6. Sidewalks – Sidewalks are provided on both sides of Lake Valentine Road. <br /> <br />
