RICE CREEK NORTH REGIONAL TRAIL MASTER PLAN | 11 <br />Municipal Support <br />The Ramsey County Parks & Recreation Department will be seeking resolutions supporting the Rice Creek North <br />Regional Trail Master plan from the municipalities of Arden Hills, Mounds View, Shoreview, and New Brighton. <br />These resolutions can be found in the appendix. <br />(Comments From Municipalities go here) <br />Ramsey County Parks & Recreation Commission <br />Ramsey County Board of Commissioners <br />DEMAND FORECAST <br />The expansion of the Rice Creek North Regional Trail Corridor enhances recreational opportunities and the <br />protection of natural areas. Development of the regional trail has occurred as opportunities arise with each <br />new segment, eliminating gaps and increasing the overall attractiveness of the corridor for recreational use. It <br />is anticipated with expansion of trails and a destination trail head the visitor demand for the Rice Creek North <br />Regional Trail Corridor will increase . The increase in demand will be consistent with nearby regional parks and <br />trails (Table 1). The use of the Rice Creek North Regional Trail Corridor is anticipated to continue to rise due to <br />urban recreation trends, and anticipated population growth within the trail service area. Trails are the number <br />one desired recreation facility due to their ability to be enjoyed by people of all ages, abilities, and income. <br />According to the 2016 Metropolitan Council Regional Parks and Trails Survey hiking/walking, bicycling and <br />jogging/running are the most popular activities, and account for 58% of all activity in regional parks and trails. <br />Visits to the Rice Creek North Regional Trail Corridor are also anticipated to increase due to the population <br />growth of the surrounding communities. One area of significant growth, located in Arden Hills, is anticipated to <br />occur in the area immediately adjacent to the central section of trail as a part of the redevelopment of TCAAP. <br />The city of Arden Hills, in partnership with Ramsey County as part of the Joint Development Authority, created <br />a master plan for a mixed us development containing a cohesive mix of commercial, residential, city parks, <br />and open space known as Rice Creek Commons. In addition both the park corridor and Rice Creek Commons <br />area have undergone an extensive environmental remediation. When development occurs it is anticipated that <br />approximately 50% will be mixed commercial and 50% will be residential real estate.
