ARDEN HILLS CITY COUNCIL—JUNE 10, 2019 5
Bidder Total Bid
Pember Companies, Inc. $250,247.00
G.F. Jedlicki, Inc. $254,978.00
Asphalt Surface Technologies Corp. $299,463.25
Bituminous Roadways, Inc. $367,877.54
New Look Contracting, Inc. $444,078.15
Meyer Contracting, Inc. $446,393.92
Interim Public Works Director/City Engineer Polka explained all bids are higher than the
Engineer's estimate which is $185,000.00. In general, asphalt and pipe items were higher than
estimated which has been a trend this year. Pember Companies, Inc. completed the Lift Station
#11 Improvements project for the City and has completed similar projects successfully in the
metro area. Staff reviewed a letter from Bolton & Menk recommending award to Pember as the
lowest responsible/responsive bidder. Staff reviewed Resolution 2019-020 awarding the Colleen
Avenue Drainage Improvements to Pember Companies in the amount of $250,247.00. Staff
recommended adoption of Resolution 2019-020.
Councilmember Holmes commented on the expense of this project and noted this expense was
not budgeted. She questioned how the project would be funded.
Mayor Grant agreed this should be discussed and asked how long the bids would be good for.
Interim Public Works Director/City Engineer Polka commented the bids would be good for 30
days and explained the bids were received on June 4, 2019. She recommended the Karth Lake
retaining wall project be pushed out to a later date in order to complete this project.
Councilmember Holden stated she could support the project going forward but recommended
the Council further discuss the funding source at an upcoming budget worksession meeting.
Councilmember Scott asked if this project was a continuation of the work that was completed in
this area in 2018.
Interim Public Works Director/City Engineer Polka reported this was the case.
Councilmember Scott stated he would like to see this project completed first and have the Karth
Lake issue moved to a future date.
Mayor Grant supported this item getting done as well. He requested staff provide a funding
source for projects prior to bringing an item before the Council.
Councilmember Holden requested further information regarding the new stormwater standards
that would be coming out.
Interim Public Works Director/City Engineer Polka indicated she could not answer this
question until the new permits were issued. She stated she understood that stormwater ponds
would have to be inspected every five years.
