Page 2 of 2 <br /> <br />The project bid tabulation is included with this memorandum as Attachment A. Bituminous <br />Roadways has completed similar projects successfully in the metro area. A letter from WSB <br />indicating Bituminous Roadways as the apparent lowest responsible/responsive bidder is <br />included with this memorandum as Attachment B. <br /> <br />The project bid results are significantly greater than the original budget contained within the <br />2019 Capital Improvement Program and exceed the engineer’s estimate for the project. The <br />proposed resurfacing work for the Cummings Park courts will preserve the condition of the <br />existing park asset and minimize deterioration of the court pavement. The existing tennis and <br />basketball courts at Royal Hills Park are deteriorated with large cracks in the pavement and <br />settlement of the court surface. <br /> <br />The tennis court at Hazelnut Park is generally in better condition compared to Royal Hills Park. <br />The Public Works Department can perform fence repairs at Hazelnut Park to extend the service <br />life of this court while additional planning and budgeting is completed for overall improvements <br />to Hazelnut Park. In addition, staff recommends that parking lot reconstruction at Hazelnut Park <br />is a higher priority compared to reconstruction of the tennis court. <br /> <br />BUDGET IMPACT <br />The funds for this project will come out of the Capital Improvement (PIR) Fund. The 2019-2023 <br />CIP reflected a total of $300,000 for hard court reconstruction at these three parks from 2019 to <br />2021. Council is being asked to consider spending $349,102 for work needed at two of these <br />parks and having further discussion on the needs of Hazelnut Park. The sources and uses <br />currently being proposed are as follows: <br /> <br />PROJECT BUDGET <br />Project Expenses <br />Engineering and Construction Admin.
