ARDEN HILLS CITY COUNCIL—JUNE 24, 2019 12 <br /> Mayor Grant moved and Councilmember McClung seconded a motion <br /> to amend Condition 19 to read no neon or LED banding shall be <br /> permitted on the fuel canopy or free-standing monument signs The <br /> amendment carried 3-2 (Councilmembers Holmes and Scott opposed). <br /> Mayor Grant stated he would like all building banding to be shielded. <br /> Councilmember Scott recommended the term shielded be changed to indirect. <br /> AMENDMENT: Mayor Grant moved and Councilmember McClung seconded a motion <br /> to add Condition 25 to read LED/neon building banding shall be <br /> corniced. <br /> Councilmember Holden requested further information regarding how lights would be corniced <br /> or shielded. <br /> Community Development Manager/City Planner Mrosla discussed the glow that would be <br /> provided from corniced or shielded lights that were installed on a building. <br /> Councilmember Holden recommended that Condition 25 have added language to require the <br /> applicant to work with City staff if the lighting is deemed too bright. <br /> AMENDMENT: Mayor Grant moved and Councilmember McClung seconded a motion <br /> to add Condition 25 to read LED/neon building banding shall be <br /> corniced or other means of indirect lighting, and if complaints are <br /> received, the applicant shall work with City staff to make corrections <br /> onsite. The amendment carried 4-1 (Councilmember Scott opposed). <br /> Councilmember Scott stated this was a major reinvestment in this business in the community. <br /> He explained he was thrilled to see this business remaining in Arden Hills. <br /> The amended motion carried (5-0). <br /> 11. UNFINISHED BUSINESS <br /> None. <br /> 12. COUNCIL COMMENTS <br /> Councilmember Scott stated on Thursday, June 27 at 6:00 p.m. a Neighborhood Meeting would <br /> be held at City Hall to discuss a concept plan for the old Fire Station on New Brighton Road. <br /> Councilmember McClung welcomed Todd Blomstrom to the City of Arden Hills. <br /> Councilmember Holmes noted Precinct Two has moved from Valentine Hills Elementary School <br /> to North Heights Church. She explained this change was due to construction that will be <br /> occurring at the elementary school. <br />
