kimley-horn.com 767 Eustis Street, Suite 100, St. Paul, MN 55114 651-645-4197 <br />Background summary for City Council <br />August 26, 2019 <br />TCAAP AUAR Update <br />The Twin Cities Army Ammunition Plant (TCAAP) Alternative Urban Areawide Review <br />(AUAR) study area is 429 acres located within the broader TCAAP site in Arden Hills. The <br />AUAR study area is bounded by County Road 96 on the south, by Trunk Highway (TH) 10 <br />and Interstate 35W (I-35W) on the west, by State of Minnesota property on the north, and by <br />the National Guard’s Arden Hills Army Training Site (AHATS) property on the east. As the <br />Responsible Governmental Unit (RGU), the City of Arden Hills adopted the TCAAP Final <br />AUAR and Mitigation Plan on July 28, 2014. <br />Since the study area has not been fully developed, the City prepared an AUAR Update. <br />Pursuant to Minnesota Rules, part 4410.3610, subpart 7, this AUAR update was available <br />for a comment period of 10 business days. Comments were submitted by the MPCA, <br />Minnesota Department of Transportation (MnDOT), Metropolitan Council, and The Alliance <br />for Metropolitan Stability during the comment period ending August 12, 2019. Responses to <br />the comments received are provided in Attachment D of the AUAR Update and a few minor <br />revisions to the AUAR Update were incorporated accordingly. <br />The State Historic Preservation Office provided a comment letter on August 19, 2019 <br />(Attachment D) after the close of the comment period, however, did not raise any comments <br />requiring a specific response. <br />No objections were filed by state agencies or the Metropolitan Council. The TCAAP AUAR <br />will remain valid for an additional five years upon adoption of the AUAR Update by the City <br />of Arden Hills.
