TCAAP AUAR Update 4 <br />August 2019 <br />3. Development Scenarios <br />There have been no changes to the development scenarios since the 2014 AUAR. Impact Analysis <br />Analysis of the development scenarios focuses on land use; water resources; <br />contamination, hazardous materials, and solid wastes; fish, plant communities, and sensitive <br />ecological resources; and transportation. These were the issues that required specific <br />mitigation measures as noted in the 2014 Final AUAR or that had changes in applicable <br />regulations. For other issue areas, the analysis that was completed in 2014 remains valid. The <br />issue areas with no anticipated changes in impacts or mitigation are listed in Section 4.1. <br />Areas with updated analysis or regulatory context are included in Section 4.2. <br />4.1. Areas of No Anticipated Change <br />No changes are anticipated for the following areas within the 2014 AUAR: <br />• Cover types <br />• Geology, soils, and topography/land forms <br />• Historic properties <br />• Visual <br />• Air <br />• Noise <br />• Cumulative potential effects <br />• Other potential environmental effects <br />4.2. Areas Requiring Updates <br />4.2.1. Land Use <br />The 2014 AUAR referenced the City of Arden Hill’s 2030 Comprehensive Plan, which was <br />approved in September 2009. The 2030 Comprehensive Plan was amended in December <br />2016 to reflect the TCAAP Master Plan, which was approved by the City of Arden Hills in July <br />2015 and by Ramsey County in January 2016. The comprehensive plan amendment refined <br />the future land uses identified in the AUAR study area from two future land use categories <br />(Mixed Residential and Mixed Business) to 10 (see Table 2).
