TCAAP AUAR Update 5 <br />August 2019 <br />All cities, counties, and townships within the seven-county metropolitan region must prepare <br />a comprehensive plan and update that plan as needed every 10 years. Consistent with this <br />requirement, in January 2019 the City submitted its Draft 2040 Comprehensive Plan to the <br />Metropolitan Council for review and is currently finalizing the plan in coordination with the <br />Metropolitan Council.1 The Draft 2040 Comprehensive Plan identifies the existing land use <br />within the AUAR study area as undeveloped. The future land use categories for the AUAR <br />study area are the same as were identified in the amended 2030 Comprehensive Plan; <br />however, the Draft 2040 Comprehensive Plan refines the descriptions of the future land uses. <br />Table 2 includes the 10 future land uses identified for the AUAR study area and the current <br />descriptions.2 Table 2 also links the future land uses to the corresponding development <br />scenario components. The 2040 future land use map from the Draft 2040 Comprehensive <br />Plan is included in Attachment C. <br />Table 2: Future Land Uses Identified in the AUAR Study Area <br />Future Land Use Description in the Draft 2040 Comprehensive Plan Corresponding <br />Development <br />Scenario <br />Component <br />Neighborhood <br />Residential (NR) <br />Provides for a range of attached and detached <br />single-family and small multi-family uses at a density of <br />1.5 to 8 units per acre. <br />Residential <br />Town Center <br />(TC) <br />Provides for a range of commercial and residential <br />uses that offer housing, assisted living, senior housing, <br />office, retail, restaurant, and civic uses. Every building <br />in the Town Center will have residential uses at a <br />minimum of 21 units per acre within the building. <br />Residential uses are permitted at a density of 21 to 67 <br />units per acre. The expected share of uses within this <br />area are as follows: 5% to 25% Retail; 0% to 25% Office; <br />and Residential will occupy the entire 15.9 acres. A <br />development intensity of up to 6.0 building to land <br />floor area ratio (FAR) may be allowed. <br />Residential, <br />retail, and <br />non-retail <br />commercial <br />Campus <br />Commercial <br />(CC) <br />Provides for multiple, single tenant buildings or <br />campuses within a business park atmosphere. <br />Development intensity of up to 4 FAR may be allowed. <br />Non-retail <br />commercial <br />Retail Mixed- <br />Use (RMU) <br />Promotes retail as a primary use and allows for other <br />commercial uses to be incorporated as vertical <br />mixed-use buildings. A development intensity of up to <br />0.8 FAR may be allowed.
