TCAAP AUAR Update 6 <br />August 2019 <br />Future Land Use Description in the Draft 2040 Comprehensive Plan Corresponding <br />Development <br />Scenario <br />Component <br />Office Mixed- <br />Use (OMU) <br />Focuses on office as a primary use, but also permits <br />other commercial uses to be incorporated as vertical <br />mixed-use buildings. A development intensity of up to <br />2 FAR may be allowed. The expected share of uses <br />within this area are as follows: 0% to 50% Retail and <br />50% to 100% Office. <br />Retail and <br />non-retail <br />commercial <br />Flex Office (FO) Permits large scale development for employment and <br />light manufacturing uses that take advantage of <br />highway frontage and automobile access. Not <br />applicable <br />Right-of-Way Public vehicular, transit, and/or pedestrian rights-of- <br />way <br />Not <br />applicable <br />In addition, the TCAAP Redevelopment Code (TRC) was approved by the Arden Hills City <br />Council in July 2015 and revised in December 2016. The TRC implements goals of the <br />comprehensive plan and establishes the official zoning map for the site (see the City’s <br />zoning map in Attachment C). <br />Both development scenarios would be compatible with the future land uses identified in the <br />amended 2030 Comprehensive Plan and the Draft 2040 Comprehensive Plan and with the <br />TRC. No mitigation measures are necessary. <br />4.2.2. Water Resources <br />Wetlands <br />In the 2014 AUAR, 14.4 acres of wetland were identified within the study area. All 14.4 acres <br />were assumed to be jurisdictional. Later in 2014, the US Army Corps of Engineers (USACE) <br />issued an Approved Jurisdictional Determination (AJD) for the site, concluding that only <br />three wetlands within the site are regulated by the USACE. The Rice Creek Watershed <br />District (RCWD ) also provided a determination of jurisdiction under the state Wetland <br />Conservation Act. These letters are included in Attachment B. Permits to be obtained from <br />the USACE and RCWD are included in Table 7. <br />As part of Ramsey County’s Rice Creek meander project and the I-35W and County Road H <br />interchange reconstruction project, 0.79 acres of wetland were impacted, 0.61 acres of
