14 <br /> ARDEN HILLS CITY COUNCIL—AUGUST 26, 2019 2 <br /> • Resident 2018 PMP and Other Questions <br /> City Administrator Perrault reviewed the City's response to Public Inquiries that occurred at <br /> the July 22 City Council meeting. He explained after doing some investigation regarding the <br /> mailing routes, Arden Manor would now be receiving publications of the City Newsletter. <br /> Interim Public Works Director/City Engineer Blomstrom commented on the 2018 PMP <br /> project and explained the contractor would be completing pavement repairs Wednesday through <br /> Friday of this week. He reported a newsletter was sent out to PMP homeowners regarding the <br /> proper maintenance of sod. He stated staff was aware of the fact a small area needed restoration <br /> along James Circle and noted this would be added to the contractor's punch list. He provided <br /> further comment regarding the two caps that residents have in their yards for utility services. <br /> Finance Director Bauman discussed the property taxes paid in Arden Hills versus White Bear <br /> Lake. She explained White Bear Lake receives Local Government Aid(LGA) funds, while Arden <br /> Hills receives none. She indicated White Bear Lake has a franchise fee and receives rental fees. \\ <br /> Community Development Manager/City Planner Mrosla noted that metal roofs are allowed. <br /> 4. STAFF COMMENTS <br /> A. Rice Creek Commons (TCAAP) and Joint Development Authority(JDA) Update <br /> City Administrator Perrault provided an update on TCAAP stating litigation with Ramsey <br /> County was ongoing. <br /> B. Transportation Update <br /> Interim Public Works Director/City Engineer Blomstrom updated the Council on the 1-35 <br /> MnPASS project and discussed several upcoming ramp closures. He noted signage was being put <br /> in place to update the public regarding the planned ramp closures. <br /> Interim Public Works Director/City Engineer Blomstrom stated the Lexington Avenue <br /> resurfacing project was now complete with minor signal revisions scheduled for October. <br /> Interim Public Works Director/City Engineer Blomstrom explained Oak Avenue would be <br /> resurfaced beginning September 9th. <br /> Interim Public Works Director/City Engineer Blomstrom stated the Highway 10 frontage road <br /> improvement project was substantially complete. <br /> Interim Public Works Director/City Engineer Blomstrom reported Public Works staff was <br /> monitoring State Fair parking. He encouraged any residents with concerns to contact City Hall. <br /> Further discussion ensued regarding the State Fair parking that was occurring in Arden Hills. <br /> 5.
