CONSENT ITEM — 6B
,-ARZEN HILLS
MEMORANDUM
DATE: October 14, 2019
TO: Honorable Mayor and City Councilmembers
Dave Perrault, City Administrator
FROM: Julie Hanson, City Clerk
SUBJECT: City of Arden Hills Official Newspaper of Record
Budgeted Amount: Actual Amount: Funding Source:
$4,250 $1,287 (to date) All Funds
Council Should Consider
Approving Resolution 2019-033 appointing the Pioneer Press as the City's official newspaper of
record for the remainder of 2019.
Background/Discussion
Lillie Suburban Newspapers (Shoreview -Arden Hills Bulletin), the City's current approved
newspaper of record, is no longer in business. The October 2, 2019 issue was this paper's last
publication. The City must now formally appoint a replacement newspaper of record for its legal
publications for the remainder of 2019.
City staff has gathered information from five publications that are recognized by State Statute as
being a "qualified" newspaper. These newspapers include the Pioneer Press and Star Tribune as
well as three local community newspaper options: The Life (merged with Sun Publications), the
Shoreview Press, and the Vadnais Heights Press.
Each paper has varying submission deadlines, and it is important to note that the Shoreview
Press is circulated only every other week, with the Life and Vadnais Heights Press being
circulated weekly and the Pioneer Press and Star Tribune daily. The Pioneer Press is the most
flexible with publication deadlines, which is typically a day or two prior to print (while the
weekly and bi-weekly papers can range from a week or more for submissions). It should also be
noted that all of these options will require a subscription should residents wish to receive the
publication.
