CONSENT AGENDA — 7Q <br />,!It <br />EN HILLS <br />MEMORANDUM <br />DATE: September 23, 2019 <br />TO: Honorable Mayor and City Councilmembers <br />Dave Perrault, City Administrator <br />FROM: Gayle Bauman, Finance Director <br />Todd Blomstrom, Interim Public Works Director/City Engineer <br />SUBJECT: Metropolitan Grant Agreement for Sanitary Sewer Lining Project <br />Council Should Consider <br />Adopt Resolution 2019-031 approving a Grant Agreement between the City and the Metropolitan <br />Council and authorize the City Administrator to execute the Grant Agreement. <br />Background/Discussion <br />In September of 2017, the City approved a contract with Michels Corporation for the 2017 Sewer <br />Lining Project which included costs in the amount of $190,774.00 for sanitary sewer lining work. <br />In May of 2018, the City approved a contract with Northwest Asphalt for the 2018 PMP project <br />which included costs of $94,106.05 for sewer lining, sewer replacement, and manhole <br />reconstruction. These projects were initiated in response to surcharges by Metropolitan Council <br />Environmental Services (MCES) for exceeding the maximum sanitary sewer allowed from various <br />meter sheds due to inflow/infiltration into the sanitary sewer system. Current estimates indicate <br />approximately sixteen miles of sewer lines are left to be lined of the City's approximate fifty miles <br />of sewer lines. <br />The City applied for the 2017 MCES Municipal Grant Program for reimbursement of a percentage <br />of the construction cost for the Sanitary Sewer Lining Project and was notified of approval to <br />participate in the program. <br />The next step in the Grant Program process is to submit final construction cost information along <br />with a resolution authorizing the City to enter into a Grant Agreement for the final reimbursement. <br />The estimated amount of the grant proceeds is $71,220.02. <br />Attachments <br />Attachment A: Resolution 2019-031 <br />Page 1 of 1 <br />
