3. Traffic Forecasting — Traffic will be forecasted to 2040 for the study areas based on expected <br />growth and changes in traffic patterns: <br />a. Redistribute trips based on the alternative concepts including restricting turning <br />movements. <br />b. Redistribute trips through the study intersections based on potential access location <br />modifications. <br />c. Review and verify traffic forecasting assumptions with City staff. A Forecasting and <br />Assumptions Memo will be provided to the City for approval prior to beginning the modeling <br />and analysis task for future scenarios. <br />4. Modeling and Analysis — Develop Synchro/SimTraffic model for the study location to analyze a.m. <br />and p.m. peak hour operations and queuing conditions for the following scenarios: <br />a. Existing Conditions (2019) <br />b. With Improvements (2020) <br />i. With and without access modifications <br />c. With Improvements (2040) <br />i. With and without access modifications <br />5. Justification Report — Develop a justification report for the uncontrolled school crossing location <br />based on information collected, analysis and recommendation for the appropriate traffic control <br />device. <br />6. Documentation — Prepare a traffic report documenting the study process complete with <br />background, methodology, data and forecasting, analysis results, findings/ recommendations and <br />potential mitigation measures. Figures and appendix materials will be included. <br />WSB will also prepare an engineering and traffic investigation as prescribed by the commissioner <br />of transportation per Minnesota Statutes 169.14 to allow the City of Arden Hills to establish a <br />school speed limit within a school zone adjacent to Mounds View High School, including the <br />recommended layout of school advance signs prescribed by the Manual on Uniform Traffic <br />Control Devices. The extent of the route plan development will be limited to evaluation and safety <br />of roadway and parking facilities adjacent to the school property. <br />7. Project Management and Meetings <br />a. Administration - This task will consist of management and administration of the project <br />team as well as project coordination and communication with the City of Arden Hills on <br />the project. Weekly phone calls will be scheduled with the City's project manager to <br />provide updates, ask questions, review budget/schedule, etc. <br />b. Quality Assurance and Quality Control (QA/QC) - WSB has a Quality Management Plan <br />(QMP) that will ensure the work is done correctly the first time, focused on preventing <br />problems and errors rather than reacting to them. Reviews are completed by a <br />qualified/trained individual knowledgeable in the design standards. At the core of our <br />Quality Management Plan is the detail checking process. All deliverables provided to the <br />City of Arden Hills on this project will undergo a rigorous detail checking process. <br />8. Public and AgencV Involvement <br />a. City Council Meetings — WSB will attend one meeting with the City Council. WSB will <br />prepare a PowerPoint presentation and provide handouts for distribution. Drafts of the <br />
