City of Arden Hills Personnel Policy'_` Effective February 29, 2016 <br />ri` I�DLN HILLS Amended December 19, October 28 2019 <br />CITY VEHICLES AND EQUIPMENT <br />City vehicles and equipment shall be used only in conjunction with performance of City <br />operations and duties. City vehicles shall not be used for transportation from a specific job <br />site or location for the purpose of taking a rest period or lunch period, unless authorized <br />by the supervisor. Persons operating City vehicles are prohibited from providing rides to <br />non -authorized passengers. Employees are prohibited from using City vehicles or other <br />City equipment for personal purposes without prior approval from the City Administrator. <br />CITY DRIVING POLICY <br />This policy applies to all employees who drive a vehicle on City business whether driving <br />a City -owned vehicle or their own personal vehicle. The City expects all employees who <br />are required to drive as part of their job to drive safely and legally when on City business <br />and to maintain a good driving record. This includes, but is not limited to, the below rules <br />regarding cell phone usage and driving_ <br />-Reading/sending text messages, making or receiving phone calls, emailing, video <br />calling, scrolling/typing, accessing a webpage, or using non -navigation applications while <br />driving is strictly prohibited. <br />-In accordance with State law, there is an exception to hands free cell phone <br />operations to obtain emergency assistance to report a traffic accident, medical emergency <br />or serious traffic hazard or prevent a crime from being committed. There is also a State <br />law exception for authorized emergency vehicles while in the performance of official <br />duties. <br />-Employees who are charged with traffic violations resulting from the use of their <br />phone while driving will be solely responsible for all fines or charges that result from such <br />actions. <br />-Any violations of the hands-free law, including those witnessed by other staff or <br />Councilmembers, will be recorded in the employee'spersonnel file and the employee may <br />be subject to discipline up to and including termination. <br />The City will examine driving records once per year for all employees who are covered by <br />this policy to determine compliance with this policy. Employees who lose their driver's <br />license or receive restrictions on their license are required to notify their immediate <br />supervisor on the first day of work after any temporary, pending or permanent action is <br />taken on their license and to keep their supervisor informed of any changes thereafter. <br />The City will determine appropriate action on a case-by-case basis, up to and including <br />termination. <br />30 <br />
