ARDEN HILLS CITY COUNCIL WORK SESSION—NOVEMBER 18, 2019 5 <br /> B. Brausen Family Automotive Repair Concept Plan <br /> Community Development Manager/City Planner Mrosla stated at the June 24, 2019 meeting, <br /> the City Council approved a Final Planned Unit Development and Site Plan Review for Brausen <br /> Family Automotive Repair. The Applicant proposed to remove the existing convenience store <br /> and carwash and constructing a new 7,978 square foot convenience store, a 1,600 square foot <br /> carwash. In addition,the applicant proposed a 4,505 square feet garage and repair bay addition. <br /> Community Development Manager/City Planner Mrosla explained since receiving approvals, <br /> the Applicant has approached the City requesting to amend the Final Planned Unit Development. <br /> The Applicant is requesting to utilize pre-cast panels on the proposed carwash and garage <br /> addition. The approved plans show the use of rock face concrete block, EIFS and brick on the <br /> carwash and garage addition. However, ordinance depicts pre-cast panels as an undesirable <br /> material. The Applicant has requested Concept Plan Review to present to council how the times <br /> and conditions have changed for per-cast panels since the ordinance was adopted in 2013. In <br /> addition, the Applicant would like to discuss if there is support for the use of the material on the <br /> carwash and repair garage addition. <br /> Councilmember Holden asked if the Council originally approved the plans. <br /> Community Development Manager/City Planner Mrosla reported this was the case but noted <br /> one of the materials had changed to tip-up panels which was not considered a desirable building <br /> material by the City. <br /> Ted Brausen, Brausen Family Automotive Repair, explained he was requesting a change to the <br /> plans on two walls (east and south). He reviewed the proposed plans with the Council and noted <br /> all other building materials would remain as is. He reported the proposed tip up walls would <br /> eliminate a number of challenges the building was facing, and the new walls would be would be <br /> stronger and warmer. <br /> Councilmember Holden requested further information regarding the proposed changes to the <br /> building. <br /> Mr. Brausen discussed the changes in more detail with the Council noting which panels would <br /> be pre-cast. He described the differences between rock-faced block and EIFS. It was noted the <br /> proposed materials would match with the existing materials. <br /> Councilmember Holden stated she would like to see more on these surfaces to break up the color <br /> and look of the building. <br /> Community Development Manager/City Planner Mrosla explained the original plans had <br /> windows to break up the east elevation of the car wash. He reported the applicant is requesting to <br /> use a material the Council has deemed undesirable but would be painted to match the existing <br /> building. <br /> Councilmember Holden questioned how the City would ensure a high quality precast EIFS <br /> product was being used. <br />
