,-ARZEN HILLS
MEMORANDUM
DATE: December 16, 2019
TO: Honorable Mayor and City Councilmembers
Dave Perrault, City Administrator
FROM: Julie Hanson, City Clerk
Jolene Trauba, Deputy Clerk
SUBJECT: 2020 Official Newspaper of Record
Budgeted Amount: Actual Amount:
$4,250 $1,383
For Council Consideration
AGENDA ITEM — IE
Funding Source:
All Funds
The City Council should consider giving direction regarding appointment of the City's official
newspaper of record for 2020.
Background
Lillie Suburban Newspapers (Shoreview -Arden Hills Bulletin) went out of business in October
2019. At that time, City staff gathered information from five publications recognized by State
Statute as being a "qualified" newspaper. These newspapers included the Pioneer Press and Star
Tribune as well as three local community newspaper options: Life (merged with Sun
Publications), Shoreview Press, and Vadnais Heights Press.
Each newspaper has varying submission deadlines and it is important to note that circulation
frequency varies for each of these papers. The Shoreview Press is published every other week,
the Life and the Vadnais Heights Press are published weekly and the Pioneer Press and Star
Tribune are published daily.
Submission for publication deadlines also varied, with the Pioneer Press being a day or two
notice prior to print while the weekly and bi-weekly papers ranged from four days to a week for
submissions prior to print. It must also be noted that all of these options require a paid
subscription should residents wish to receive the publication (there are no longer any free
publications).
