On October 14, 2019, the City Council appointed the Pioneer Press as its newspaper of record for
the remainder of 2019 with the caveat that it would consider other options at a future work
session before making a final determination for 2020 (organization of the City will occur via
resolution at the January 13, 2020 meeting).
The 2019 costs for publication for the Pioneer Press and the Shoreview Press was approximately
the same as the Bulletin (between $5 and $6 per column inch), while the cost for the Star Tribune
was $11.79 per column inch and the Life was $11.25 per column inch.
Staff received updated quotes for 2020 from the Pioneer Press and the Life as they are
publications that circulate weekly, allowing for greater flexibility for publication of ordinances
as well as Planning Commission and City Council public hearing notices. The Pioneer Press fees
will remain the same for 2020 at $6 per column inch. Life has provided a quote of $7.00 per
column inch.
Life had previously indicated that because additional cities may be selecting it for the official
newspaper of record when Lillie Suburban closed, it would consider expanding coverage for
Council meetings and community events to include the additional cities (the Mounds View City
Council appointed Life as its newspaper of record for the remainder of 2019 but will be
discussing this topic at its first meeting in January 2020). Please note that as of the date of this
memo, a representative from Life had confirmed that there has been no further conversation or
direction on their part to provide this extended coverage to additional cities.
Budget Impact
If the Council moves forward with the Pioneer Press, there are no anticipated budget impacts as
the cost of publication is relatively the same as the Bulletin. The current budget for 2019 legal
notices is $4,250, to date the City has spent $1,383 on legal notices.
Attachments
N/A
