ARDEN HILLS SPECIAL CITY COUNCIL – DECEMBER 16, 2019 4 <br /> <br />Councilmember McClung suggested the Council make a motion as recommended by staff and <br />that the motion then be amended. <br /> <br />Mayor Grant supported this recommendation. <br /> <br />MOTION: Councilmember McClung moved and Councilmember Holden seconded a <br />motion to adopt Resolution #2019-048 Approving the Modification to the <br />Development Program for Development District No. 1 and Establishing Tax <br />Increment Financing District No. 5: TCAAP within Development District No. <br />1 and Approving the Tax Increment Financing Plan. <br /> <br />Councilmember Scott asked if any amount needed to be specified for the TIF District. <br /> <br />Ms. Kvilvang reported the plan would be approved as is with this motion or the Council could <br />choose to amend the TIF plan budget. <br /> <br />Mayor Grant supported taking $10 million out of the affordable housing bucket and placing $5 <br />million each into land acquisition and utilities, with $2 million remaining in affordable housing. <br /> <br />AMENDMENT: Councilmember McClung moved and Mayor Grant seconded a motion <br />to amend the Affordable Housing line for item for TIF District No. 5 <br />removing $10 million and placing $5 million each into Land <br />Acquisition and Utilities with $2 million remaining in Affordable <br />Housing. <br /> <br />Councilmember McClung stated he would support the proposed amendment for perception sake <br />and noted the numbers could be changed at any time in the future. <br /> <br />Councilmember Holmes believed the $12 million was an arbitrary number and this concerned <br />her. <br /> <br />The amendment carried (5-0). <br /> <br />The amended motion carried (5-0). <br /> <br />6. UNFINISHED BUSINESS <br /> <br />None. <br /> <br />7. COUNCIL COMMENTS <br /> <br />Councilmember McClung thanked the Council and public for their well wishes. He stated he <br />was recovery nicely from his recent surgery. He wished everyone Happy Holidays and a Happy <br />New Year. <br />
