ARDEN HILLS SPECIAL CITY COUNCIL – DECEMBER 16, 2019 4 Councilmember McClung suggested the Council make a motion as recommended by staff and that the motion then be amended. Mayor Grant supported this recommendation. MOTION: Councilmember McClung moved and Councilmember Holden seconded a motion to adopt Resolution #2019-048 Approving the Modification to the Development Program for Development District No. 1 and Establishing Tax Increment Financing District No. 5: TCAAP within Development District No. 1 and Approving the Tax Increment Financing Plan. Councilmember Scott asked if any amount needed to be specified for the TIF District. Ms. Kvilvang reported the plan would be approved as is with this motion or the Council could choose to amend the TIF plan budget. Mayor Grant supported taking $10 million out of the affordable housing bucket and placing $5 million each into land acquisition and utilities, with $2 million remaining in affordable housing. AMENDMENT: Councilmember McClung moved and Mayor Grant seconded a motion to amend the Affordable Housing line for item for TIF District No. 5 removing $10 million and placing $5 million each into Land Acquisition and Utilities with $2 million remaining in Affordable Housing. Councilmember McClung stated he would support the proposed amendment for perception sake and noted the numbers could be changed at any time in the future. Councilmember Holmes believed the $12 million was an arbitrary number and this concerned her. The amendment carried (5-0). The amended motion carried (5-0). 6. UNFINISHED BUSINESS None. 7. COUNCIL COMMENTS Councilmember McClung thanked the Council and public for their well wishes. He stated he was recovery nicely from his recent surgery. He wished everyone Happy Holidays and a Happy New Year.
