Page 1 of 2 <br /> <br />DATE: February 10, 2020 <br /> <br />TO: Honorable Mayor and City Councilmembers <br />David Perrault, City Administrator <br /> <br />FROM: Todd Blomstrom, Public Works Director/City Engineer <br /> <br />SUBJECT: School Zone Speed Limit on Lake Valentine Road <br /> <br />Budgeted Amount: Actual Amount: Funding Source: <br />$TBD <br /> <br />$TBD Mounds View School District <br /> <br />Council Should Consider <br /> <br />The City C ouncil is requested to consider adoption of the attached Resolution Establishing a <br />School Zone Speed Limit on Lake Valentine Road. <br /> <br />Background/Discussion <br /> <br />On September, 2019, the City Council approved a professional services agreement with WSB to <br />complete a traffic study for Mounds View High School. The City and Mounds View School <br />District are conducting this traffic study to address pedestrian safety and traffic concerns along <br />Lake Valentine Road adjacent to the school. The traffic study is anticipated to be completed by <br />March 1, 2020 and presented to the City Council at a future work session. City and school <br />district staff are working with the engineering consultant to expedite completion of the study. <br /> <br />A primary recommendation from the traffic study involves the establishment of a school zone <br />speed limit along Lake Valentine Road due to the current posted speed limit of 35 miles per hour <br />and peak hour pedestrian crossing counts exceeding 250 pedestrians. The consultant <br />recommends implementation of the school zone speed limit at this time as an initial safety <br />measure while additional safety improvements are evaluated and constructed during the 2020 <br />construction season. <br /> <br />Local authorities may establish a school speed limit within a school zone of a public or <br />nonpublic school upon the basis of an engineering and traffic investigation. This investigation <br />was included within the scope of work for the traffic study awarded to WSB in September 2019. <br />A memo summarizing the findings of the school zone speed limit investigation is provided in <br />CONSENT ITEM – 6D <br /> MEMORANDUM <br />
