ARDEN HILLS CITY COUNCIL – FEBRUARY 10, 2020 2 <br /> <br />study was evaluating options for this roadway and the potential for a trail. He commented several <br />issues arose during the feasibility study which impacted the project delivery schedule. He <br />discussed two projects being planned by Ramsey County and explained the County has requested <br />the Old Snelling Avenue project be pushed back to 2022 due to traffic impacts during <br />construction. He then commented on the hydrocarbon odors that were found during the <br />geotechnical portion of the feasibility study. He reported this information was mailed to the <br />resident that brought this inquiry to the City Council. <br /> <br />4. STAFF COMMENTS <br /> <br />A. Rice Creek Commons (TCAAP) and Joint Development Authority (JDA) Update <br /> <br />City Administrator Perrault provided an update on TCAAP stating litigation with Ramsey <br />County was ongoing. <br /> <br />5. Motion to Approve Resolution 2020-010 Establishing a School Zone Speed Limit <br />on Lake Valentine Road <br /> <br />MOTION: Councilmember Holden moved and Councilmember Holmes seconded a <br />motion to approve the Consent Calendar as amended and to authorize <br />execution of all necessary documents contained therein. The motion carried <br />unanimously (4-0). <br /> <br />7. PULLED CONSENT ITEMS <br /> <br />A. Motion to Approve Resolution 2020-010 Establishing a School Zone Speed <br />Limit on Lake Valentine Road <br /> <br />Public Works Director/City Engineer Blomstrom stated in September 2019, the City Council <br />approved a professional services agreement with WSB to complete a traffic study for Mounds <br />View High School. The City and Mounds View School District are conducting this traffic study <br />to address pedestrian safety and traffic concerns along Lake Valentine Road adjacent to the <br />school. The traffic study is anticipated to be completed by March 1, 2020 and presented to the <br />City Council at a future work session. City and school district staff are working with the <br />engineering consultant to expedite completion of the study. <br />
