2 <br /> <br />Develops and maintains a City Specification and Standard Details for use on City CIP projects. <br /> <br />Assists Public Works Director with managing and reviewing consultant services. <br /> <br />Annually assists the Public Works Director in preparation of a five-year CIP (where possible, a ten-year CIP shall <br />be maintained, i.e., seal coating, sewer lining, and equipment). <br /> <br />Works with the Public Works Department and Public Works Superintendent to develop, manage, and maintain <br />a records retention plan for engineering and maintenance information. <br /> <br />Functions as the City’s contact/liaison for GIS mapping and record retention. Ability to make minor changes to <br />the City’s GIS maps utilizing ArcView software and to produce maps as requested. <br /> <br /> <br />EDUCATION and/or EXPERIENCE <br />Bachelor's degree with coursework in civil engineering, or related field and extensive experience, or equivalent <br />combination of education and experience. <br /> <br />KNOWLEDGE, SKILLS AND ABILITIES <br /> Comprehensive knowledge of the theory, principles and practices of civil engineering as applied to the <br />development and construction of public works projects; comprehensive knowledge of city laws and ordinances <br />and state and federal rules and regulations; skill in using civil engineering instruments and equipment; ability to <br />plan, direct and supervise the work of subordinates; ability to plan projects and prepare related designs, <br />estimates and specifications; ability to perform difficult engineering computations and to make comprehensive <br />recommendations on engineering problems; ability to make minor changes to the City’s GIS maps utilizing <br />ArcView software and to produce maps as requested; ability to communicate effectively, both orally and in <br />writing; ability to calculate complex cost estimates and prepare technical reports; ability to deal with contractors <br />and citizens involved in public projects; ability to establish and maintain effective working relationships with city <br />officials, associates, contractors and the general public. <br /> <br />PHYSICAL DEMANDS <br />This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of <br />force and occasional exertion of up to 50 pounds of force; work regularly requires lifting, frequently requires <br />standing, walking, sitting and speaking or hearing and occasionally requires using hands to finger, handle or <br />feel, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing <br />or pulling and repetitive motions; work requires close vision, distance vision, ability to adjust focus, depth <br />perception, color perception and peripheral vision; vocal communication is required for expressing or <br />exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken <br />word levels; work requires preparing and analyzing written or computer data, visual inspection involving small <br />defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arms length, <br />operating machines, operating motor vehicles or equipment and observing general surroundings and activities; <br />work frequently requires exposure to outdoor weather conditions and occasionally requires wet, humid <br />conditions (non-weather), working near moving mechanical parts, exposure to fumes or airborne particles, <br />exposure to extreme cold (non-weather), exposure to extreme heat (non-weather), exposure to vibration and <br />exposure to blood-borne pathogens and may be required to wear specialized personal protective equipment; <br />work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic). <br /> <br />SPECIAL REQUIREMENTS <br />Possess or obtain a Professional Engineer License with the State of Minnesota within eighteen months. <br />NPDES Storm Water training. <br />MnDOT State Aid/Federal Aid Administration training. <br />GIS training. <br />Pavement Management software training.
