CONSENT ITEM – 6D <br /> <br />MEMORANDUM <br /> DATE: March 23, 2020 <br />TO: Honorable Mayor and City Councilmembers <br />Dave Perrault, City Administrator <br />FROM: Mike Mrosla, Community Development Manager/City Planner <br />SUBJECT: Community Development Block Grant Resolution <br />Budgeted Amount: Actual Amount: Funding Source: <br />$105,000 (PIR Fund) $249,700 <br />(Grant amount $189,700/PIR Fund $60,000) <br />CDBG Grant & <br />PIR Fund <br /> <br />Council Should Consider <br />Approving Resolution 2020-014 relating to the request for Community Development Block Grant <br />funds to make site improvements to Arden Manor Park. <br /> <br />Background/Discussion <br />Staff has submitted an application for Community Development Block Grant (CDBG) to make <br />improvements at Arden Manor Park. CDBG funds can be used to make investments in areas that <br />meet Department of Housing and Urban Development (HUD) requirements for affordable <br />housing. Most activities funded by the CDBG program are designed to benefit low and moderate- <br />income (LMI) persons. That benefit may take the form of housing, jobs, and services. Additionally, <br />activities may qualify for CDBG assistance if the activity will benefit all the residents of a primarily <br />residential area where at least 51 percent of the residents are low- and moderate-income persons, <br />i.e. area-benefit. The census block where Arden Manor is located meets the area-benefit threshold <br />as the park services the surrounding LMI residents. According to HUD, 61.8 percent of the <br />residents in this area are considered low- and moderate-income persons. <br /> <br />Staff has requested $189,700 in grant funding, in addition to $60,000 from the PIR Fund <br />($105,000 was originally budgeted for this project), to make the following site improvements and <br />replace existing playground equipment: <br /> <br />1. Park site would be regraded to improve drainage and minimize localized nuisance <br />flooding. <br />2. Sidewalks, pathways, and playground spaces would be reconfigured and reconstructed <br />with curbing and ADA access. <br />3. Assist in funding for additional playground equipment to provide separate play areas for <br />children ages 3-5 and ages 5-12.
