Page 1 of 2 <br /> <br />DATE: March 23, 2020 <br /> <br />TO: Honorable Mayor and City Councilmembers <br />David Perrault, City Administrator <br /> <br />FROM: Todd Blomstrom, Public Works Director/City Engineer <br /> <br />SUBJECT: Cooperative Agreement for Right of Way Acquisition Along Lexington Avenue <br /> <br />Budgeted Amount: Actual Amount: Funding Source: <br />$66,000 <br />(Previous County Est.) $228,219 PIR and Water Fund <br /> <br /> Council Should Consider <br /> <br />The City C ouncil is requested to consider approval of a Cooperative Agreement with Ramsey <br />County for Right of Way Acquisition along County State Aid Highway 51 (Lexington Avenue) <br />between County State Aid 15 (County Road E) and Interstate Highway 694, County State Aid <br />Project 062-651-62. <br /> <br /> <br />Background/Discussion <br /> On March 16, 2020, the City Council work session agenda included discussion of a proposed <br />cooperative agreement for right of way acquisition associated with the Lexington Avenue <br />Improvement Project extending from County Road E to I-694. An estimated total of 30,824 square <br />feet of temporary and permanent easements are necessary within the Arden Hills side of Lexington <br />Avenue to accommodate roadway, sidewalk and intersection construction, and replacement of City <br />water main. A copy of the agreement is provided as Attachment A. <br /> <br />Under the terms of the agreement, the County will administer the acquisition process and invoice <br />the City on a monthly basis. The City would grant the County temporary construction easements <br />over City owned right-of-way and property within the limits of the project for use during <br />construction at no cost to the County.
