Page 2 of 2 <br /> <br />The proposed City cost participation outlined within the cooperative agreement is based on the <br />County’s Cost Participation Policy of 50 percent city funding for right of way acquisition as <br />described in Attachment B. The County would pay 100 percent of the cost to administer right of <br />way acquisition. <br /> <br />Budget Impact <br /> <br />Ramsey County representatives presented a project summary of the Lexington Avenue project during <br />the City Council work session on August 19, 2019. The presentation included an estimate of the <br />City’s share of the project costs totaling $870,000, including an estimated cost for easement <br />acquisition of $66,000. <br /> <br />The current estimate for easement acquisition within the proposed cooperative agreement is <br />$228,219, approximately $162,000 above the preliminary estimate. Ramsey County indicated that <br />they erroneously used residential easement values during the preliminary estimate, which has now <br />been corrected to commercial easement values for the estimated cost share amounts within the <br />proposed agreement. <br /> <br />City funding would be derived from the PIR fund and water fund, distributed based on costs <br />associated with water main improvements. <br /> <br /> <br />Attachments <br /> Attachment A: Cooperative Agreement for Right of Way Acquisition <br />Attachment B: Ramsey County Cost Participation Policy <br />
