Page 1 of 2 <br /> <br />DATE: March 23, 2020 <br /> <br />TO: Honorable Mayor and City Councilmembers <br />David Perrault, City Administrator <br /> <br />FROM: Todd Blomstrom, Public Works Director/City Engineer <br /> <br />SUBJECT: Grant Agreement with Rice Creek Watershed District <br /> <br />Budgeted Amount: Actual Amount: Funding Source: <br />$0 <br /> <br />$180,000 <br />(Grant amount $90,000) <br />Surface Water Fund (50%) <br />RCWD Grant (50%) <br /> <br /> <br />Council Should Consider <br /> <br />The City Council is requested to consider approval of a 2020 Stormwater Management Grant <br />Agreement with the Rice Creek Watershed District for the Karth Lake Runoff Control Project in <br />the amount of $90,000. <br /> <br /> <br />Background/Discussion <br /> On December 16, 2020, the City Council work session agenda included discussion of two <br />proposed grant applications for the Rice Creek Watershed District Stormwater Management <br />Grant program. The District was soliciting applications to distribute approximately $300,000 in <br />funding to assist cities, counties, school districts and other public and private entities with <br />implementation of stormwater management projects. This funding is intended for projects that <br />provide stormwater quality treatment, runoff volume reductions, peak runoff rate control and <br />reductions in ground water usage. <br /> <br />The City Council directed staff to submit two grant applications for this program. The first <br />application consisted of the Karth Lake Runoff Control project to address excessive erosion near <br />the south end of Karth Lake caused by runoff from adjacent land uses as illustrated in <br />Attachment B. Urban runoff is currently being directed down a steep slope to a city trail along <br />the southern boundary of Cummings Park. The second application consisted of slope <br />stabilization near a failing timber retaining wall within Cummings Park adjacent to Karth Lake. <br /> <br />The Watershed District selected the Karth Lake Runoff Control Project for funding. The Karth <br />Lake retaining wall replacement project was not selected due to limited funds being available. <br />CONSENT ITEM – 6G <br /> MEMORANDUM <br />
