Page 1 of 2 <br /> <br />CONSENT ITEM – 6C <br /> <br />MEMORANDUM <br /> DATE: May 11, 2020 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> Dave Perrault, City Administrator <br /> <br />FROM: Todd Blomstrom, Public Works Director/City Engineer <br /> <br />SUBJECT: Joint Powers Agreement with the Minnesota Department of Military Affairs <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> N/A N/A N/A <br /> <br /> <br />Council Should Consider <br />The City Council is requested to consider approval of a Joint Powers Agreement between the City of <br />Arden Hills and the Minnesota Department of Military Affairs for Improvements, Operations and <br />Maintenance of Sanitary Sewer Lift Stations and Related Facilities. <br /> <br /> <br />Background <br />A proposed Joint Powers Agreement was developed between the City and Minnesota Department of <br />Military Affairs to address the conveyance of wastewater downstream of the National Guard Readiness <br />Center site as provided in Attachment A. The purpose of the agreement is to avoid the discharge of <br />wastewater from the Readiness Center site that would exceed the capacity of the downstream sanitary <br />sewer system. <br />Wastewater from the Readiness Center site currently flows to a sewer lift station located in the <br />northwest quadrant of Paul Kirkwood Drive and Hamline Avenue. This State owned and maintained <br />lift station (State Lift Station) discharges into the City’s gravity sanitary sewer system along Highway <br />96 and south along Snelling Avenue. Wastewater from the Ramsey County Sheriff and Public Works <br />facility currently flows to a City owned sewer lift station (Lift Station 14) located in the southwest <br />quadrant of Paul Kirkwood Drive and Hamline Avenue, discharging downstream to the same City <br />sanitary sewer system along Highway 96. A location map is provided in Attachment B. <br />The combined pumping capacity for the State Lift Station and Lift Station 14 exceeds the downstream <br />capacity of City sanitary sewer system if both lift stations were to operate simultaneously.
