Page 1 of 2 <br /> <br />AGENDA ITEM – 1C <br /> <br />MEMORANDUM <br /> <br />DATE: May 18, 2020 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> <br />FROM: Dave Perrault, City Administrator <br /> <br />SUBJECT: Recreation Staffing and COVID-19 <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> N/A N/A N/A <br /> <br />For Council Consideration <br /> <br />The Council may consider making staffing adjustments to account for recreation programming <br />being cancelled through the summer season. <br /> <br />Discussion <br /> <br />The Personnel Committee directed staff to bring forward to Council information regarding on- <br />going recreation staffing and COVID-19 implications. At a previous meeting, the City Council <br />directed staff to cancel all recreation programming through the summer season due to COVID-19 <br />concerns. Due to the nature of the recreation programs, it is anticipated proper social distancing <br />cannot be accomplished and therefore would unnecessarily create exposure risks for COVID-19 <br />to both staff and participants. Also, cancelling these programs in-advance allows participants <br />and seasonal staff to make alternate plans for their summer needs. The decision to cancel the <br />programs was not an easy one, but necessary to protect the health and well-being of our <br />community. <br /> <br />Recreation staff was also directed to research what programs could be accomplished via social <br />distancing and what fees those would generate. Attachment A provides information on Tennis <br />Lessons and Art Camp. Based on the proposed classes and number of sessions, it is estimated <br />that the tennis program could generate $150 in net income and the Art Camp could generate <br />$317 in net income. <br /> <br />With summer programs being cancelled, staff brought forward to the Personnel Committee <br />proposed supplemental duties during the summer season for the recreation positions (see <br />Attachment B). These duties were not necessarily specific to recreation staff; however, they
