The past three months of pilot testing for Esri Workforce have been successful. The
Superintendent maintains a list of open work assignments in Workforce and dispatch work to
individual maintenance employees based on the priority of assignments. This has been especially
helpful in response to work coordination challenges during COVID-19. Employees receive work
assignments on their mobile phones, log time while completing assignments, and enter data and
photos related to the completion of tasks. Upon closing the work order, data is automatically
integrated into the City’s ArcGIS system, which stores maintenance data for each infrastructure
asset. The Dashboard application component allows managers to view the progress of work orders
and monitor productivity of maintenance functions.
While the Department is still in the development phase for Esri Workforce, the application has
been substantially beneficial to date. Public Works staff has done a great job learning and
adopting the new mobile technology, with an appreciation for the benefits that a work order system
can provide to better coordinate work and manage asset data. Jeff Frid quickly learned and
implemented the software for dispatching daily assignments in March. David Swearingen has
been outstanding in his efforts to assist staff with the new software platform. The Department has
concluded that Workforce will be a beneficial improvement to our long-term business processes.

Financial Impact
Implementation of Esri Workforce does not require additional software application costs beyond the
software fees the City currently pays for Esri GIS software. The City may wish to eventually convert
from the existing Esri individual licensing structure to an enterprise based software license in the future
to better manage software and data storage costs, but this is not a requirement to implement Workforce
at the City of Arden Hills. The Department has one more year of software license fees for PubWorks
(platform that was not implemented) in the amount of $4,944. Staff will contact PubWorks to discuss
potential early termination.

Attachments
None
