ARDEN HILLS CITY COUNCIL - APRIL 27,2020 <br />Public Works Director/City Engineer Blomstrom explained this sign would be managed by the <br />City's Public Works Department. He noted the City Council would have the discretion to change <br />the hours if adjustments were necessary. <br />Councilmember Holmes believed the school should have access to the sign as well. She reported <br />she heard from a resident recommending that the school speed limit be set at 25 miles per hour at <br />all times and not just during the school day. She supported the 25 miles per hour speed limit <br />being set at all times as well. <br />Mayor Grant questioned who made the recommendation for the school speed zone <br />Public Works Director/City Engineer Blomstrom reported the hours of operation were <br />discussed during the traffic study. He noted the terms of the school speed zone were set by the <br />City Council under separate action. <br />Councilmember Scott asked if the proposed speed sign was similar to the sign being used at <br />Valentine Hills Elementary. <br />Public Works Director/City Engineer Blomstrom indicated this was the case. <br />Councilmember Scott commented he would like to go with the proposed traffic plan and noted <br />changes could be made in the future. <br />Councilmember McClung stated the more he hears Councilmember Holmes speak about the <br />speed zone, the more he supports the expansion of the time limit for the school speed zone. He <br />discussed how the amount of activity differed between the high school and the elementary school. <br />Mayor Grant agreed the traffic levels for the high school and elementary school were different. <br />He reported the speed zone hours of operations for the high school could be revisited by the <br />Council in the future. <br />Public Works Director/City Engineer Blomstrom reported this was the case and noted staff <br />would be happy to support additional discussion regarding this matter. <br />Mayor Grant questioned what change staff was proposing for this item. <br />Community Development Manager/City Planner Mrosla proposed an amendment to Item 1 <br />that would read: Realignment of the west parking lot entrance to align with the west school site <br />entrance on the south side of Lake Valentine Road (Pick-up / Drop-off Access) to be completed <br />prior to the start of the 202l-2022 school year. The School District will need to negotiate in good <br />faith to complete easement or property acquisition from the adjacent parcel owned by State of <br />Minnesota to accommodate the realignment of the west parking lot entrance. In the event an <br />agreement is not reached the School District shall construct an entrance on their property owned <br />by the School District. <br />9
