AGENDA ITEM – 1B <br /> <br />MEMORANDUM <br /> <br />DATE: June 15, 2020 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> <br />FROM: Dave Perrault, City Administrator <br /> <br />SUBJECT: Lake Johanna Fire Department Station Cities Agreement Discussion <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> N/A N/A N/A <br /> <br />For Council Consideration <br /> <br />The Council may consider providing further feedback on the draft three city agreement regarding <br />the Lake Johanna Fire Department station search. <br /> <br />Background <br /> <br />At its May work session, the City Council received an update regarding the status of the Lake <br />Johanna Fire Department’s search for a future station location, the memo from that work session <br />is attached for additional background (see Attachment A). At that meeting, Staff said they would <br />bring back a draft of the agreement between the three cities, Arden Hills, North Oaks, and <br />Shoreview, that would outline the responsibilities of each city should the fire department move <br />forward with the property acquisition. <br /> <br />Since the May work session, the LJFD Board of Director’s authorized the fire chief to move <br />forward with signing a purchase agreement for the property, the purchase agreement did not <br />change from the one presented to Council in May (it is included in Attachment A). The fire <br />department is currently in its due diligence phase, and will have sixty days from when the <br />preliminary plat is approved to close on the land. The preliminary plat has been submitted by <br />Bethel, and was approved by the Planning Commission (7-0) and will move to the Council for <br />review on June 22, 2020. <br /> <br />Prior to closing on the land, the cities will need to have agreed upon their respective <br />responsibilities with regards to the land acquisition and future responsibilities regarding <br />development. Attached is a draft agreement that outlines how each city will participate (see <br />Attachment B). It is important to remember the City is part of the Lake Johanna Fire Department <br />Board where Arden Hills has one vote, North Oaks has one vote and Shoreview has two votes. <br />There are no plans at this time for moving forward with station construction, the department is
