Page 1 of 4 <br /> <br />AGENDA ITEM – 1D <br /> <br />MEMORANDUM <br /> DATE: June 15, 2020 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> Dave Perrault, City Administrator <br /> <br />FROM: Todd Blomstrom, Public Works Director/City Engineer <br /> <br />SUBJECT: Feasibility Report for the 2021 PMP Project <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> $2,500,000 $3,807,000 PIR, Water, Sanitary Sewer, Surface <br /> (2020-2024 CIP) (anticipated) Water, State Aid, Special Assessments <br /> Council Should Consider <br />City Council direction is requested regarding five project related items prior to completion of the <br />Feasibility Study for the 2021 Pavement Management Program as described below. <br /> Background <br />On April 27, 2020, the City Council ordered the preparation of a feasibility study for the 2021 PMP <br />project including street and utility improvements within two areas depicted on Attachment A. Area 1 <br />is the Hazelnut Park/Glenpaul Neighborhood and Area 2 is a portion of Lake Valentine Road. The <br />study is nearing completion and staff intends to distribute a copy of the report well in advance of the <br />regular City Council meeting to allow sufficient time for review and consideration. <br /> <br />The report will include specific recommendations regarding the scope of improvements, project costs, <br />funding sources, proposed assessments, and a project delivery schedule. Staff is seeking direction from <br />the City Council regarding the following five key issues prior to presenting the final report for <br />consideration. <br /> <br />1. Lake Valentine Road: Road improvements to Lake Valentine Road have been included within <br />the 2021 PMP project description as part of the City’s past Capital Improvement Programs. The <br />pavement condition along Lake Valentine Road is generally considered fair with signs of pavement <br />deterioration. A resurfacing overlay would typically be implemented to preserve the roadway after <br />25 years since full reconstruction in 1995. However, the pavement is exhibiting distress in the <br />form of lateral cracking along with minor rutting along the wheel paths. Lateral cracks along the <br />road are heaving or tenting at isolated locations during the winter months as moisture infiltrates <br />under the pavement, freezes, and creates intermittent bumps.
