Page 2 of 4 <br /> <br />Four core samples were collected along Lake Valentine Road as part of a recent pavement forensic <br />analysis. The analysis indicates that recycled aggregate material in the road base may be the root <br />cause of the formation of cracking as well as the tenting of the transverse cracks. Full depth <br />reclamation (FDR) is recommended as a long-term fix to this problem. The scope of a full depth <br />reclamation along with the additional effort to address the aggregate base material has significantly <br />increased the cost of the proposed improvements from the original scope of a standard overlay. <br /> <br />Based on the above information, staff is recommending that improvements to Lake Valentine Road <br />are not included in the proposed 2021 PMP Street and Utility Improvements. While the tenting <br />that occurs along isolated lateral cracks degrades the ride quality during the winter, the existing <br />pavement has valuable remaining service life compared to other deteriorated street segments in the <br />City. Staff recommends that street improvements for Lake Valentine Road be rescheduled for the <br />year 2028 and that further analysis be conducted to determine the full extent of necessary repairs to <br />the aggregate base material under the pavement. <br /> <br />Council Direction: Does the City Council support changing the schedule for street improvements <br />along Lake Valentine Road to the year 2028 as proposed in the draft CIP? <br /> <br />2. Extent of Water Main and Sanitary Sewer Reconstruction: The existing lateral sanitary sewer <br />system within the Hazelnut Park Neighborhood was lined in 2013 and remains in good condition <br />based on recent inspections. Proposed sanitary sewer improvements include resetting manhole <br />castings, minor manhole repairs, and repairs to sanitary sewer services at 19 locations as shown on <br />Attachment B, where root intrusion or damaged service connections were noted during sewer <br />inspections. The project cost estimate includes expenses for installing a cured in place pipe (CIPP) <br />liner within the 21-inch diameter sanitary sewer along Prior Avenue and within Hazelnut Park, <br />which has been in service for approximately 60 years. <br /> <br />Existing water main along Edgewood Avenue and the west portion of Jerrold Avenue consists of <br />ductile iron pipe installed in 1977 and is proposed to remain in-place. Water main within the <br />neighborhood does not have a history of water main breaks based on City records. Removal and <br />replacement of water main along Edgewood and Jerrold would require removal of a significant <br />portion of the existing curb, which is in good condition. Future replacement of this water main <br />would be more cost effective when the roadway is due for full reconstruction. <br /> <br />Water main along the east portion of Jerrold Avenue and the full length of Glenpaul Avenue is <br />recommended to be replaced with the improvements as shown in Attachment C. This work would <br />include replacement of all gate valves, fittings, hydrants, water services and curb stops. <br /> <br />Council Direction: Does the City Council have questions or concerns regarding the proposed <br />extent of utility replacements described above? <br /> <br />3. Prior Avenue Assessments: The proposed improvement area includes a segment of Prior Avenue <br />extending from County Road D to Jerrold Avenue. There are no residential properties within the <br />improvement area having a street address on Prior Avenue. The City of Arden Hills Assessment <br />Policy states that “All R-1 and R-2 residentially zoned properties with frontage abutting a street <br />that is reconstructed shall be assessed on a per unit basis at the residential equivalent assessment <br />rate.” The policy further states that “Corner lots shall be assessed on the street that is used for the <br />mailing address.” Assessment rate calculations are being completed with the assumption that
