5. Project Delivery Schedule: Staff anticipates the final feasibility report will be included on the
City Council Regular Meeting agenda for July 13, depending upon direction provided by Council
during this work session. A final draft of the report can be provided to Council members at least
one week prior to the meeting for review.

One critical path item that will highly influence the project delivery schedule is hiring an
engineering consultant to prepare the plans and specifications for the project. Staff is
recommending that a Request for Proposals (RFP) be issued within the next two weeks to begin the
selection process for a project consultant.

Council Direction: Does the City Council have objections or concerns if staff issues a RFP for
engineering services for the project within the next two weeks? Proposals would be evaluated and
presented to the City Council in July for consideration.
Financial Impact
The proposed schedule change for Lake Valentine Road to the year 2028 would allow the City to
utilize the remaining service life of the pavement and release approximately $455,000 of PIR funds for
street segments currently experiencing more severe deterioration. The cost estimates for the Hazelnut
Park/Glenpaul Neighborhood indicate a potential short-term savings of approximately $300,000 if
Glenpaul, east Jerrold and Prior Avenues were reconstructed without curb and gutter. However the
potential decrease in service life of the pavement may outweigh the short term cost benefit.

Attachments
Attachment A – Project Area Map
Attachment B – Sanitary Sewer Improvements
Attachment C – Water Main Improvements
Attachment D – Typical Street Sections
Attachment E – Project Cost Estimates, Option 1, Option 2 and Lake Valentine Road
