Council Direction: Does the City Council have concerns that funding for Prior Avenue is 100% by the PIR Capital Fund? 4. Street Section Options: The City Council had previously requested that staff consider two options for reconstruction of Glenpaul, Prior Avenue, and the east portion of Jerrold Avenue to evaluate opportunities to reduce project costs and special assessments for the project. Option 1 includes installation of curb and gutter along with associated storm sewer drainage improvements. Option 2 consists of street reconstruction without curb, gutter or a significantly expanded drainage system. The cost estimate for Option 2 does not include construction of drainage ditches along the edge of the roadway. Typical street sections for both options are provided in Appendix D. Detailed project cost estimates are provided in Appendix E. Estimated project costs for these two street improvement options along with a preliminary estimate of unit assessment amounts are provided in the following tables.
