Redevelopment of fire station#1
I am Virginia Anderson and live at 1896 Jerrold Ave. My husband Dave and I have lived here since 1980.
I have been at most meetings involving the fire station since 2017 and have tried to follow what has happened
regarding the development. Here are my comments/concerns:
1. Three versus four homes
5/29/2018 city council meeting approved Planning Case 18-013 for a Preliminary Plat, Final Plat, and
Comprehensive Plan Amendment.based on findings of fact and the submitted plans, as amended by the
18 conditions in the May 29, 2018 Report to the City Council. This was for 3 homes.
First applicant in 4/2017 was requesting 4 homes, but then backed out. Then Journey Homes in
2018 submitted an application, which was the approved on 5/29/18. However, Journey Homes was
requesting 3 homes. Time passed and Journey Homes was no longer involved.
Now O'Meara in June 2019 is requesting 4 homes after there had been much discussion over the
months with other applicants and neighborhood meetings to only have 3 homes, which is what the city
council eventually passed on 5/29/18. Previously the discussion had been two or three homes.
2. O'Meara has commented that 4 homes would be smaller in size than 3 homes.
3. More houses and driveways, whether shared or not, create more traffic and potential parking
issues. Most families have more than one vehicle. It does not look like there would be much space in a
driveway for additional cars to park. My concern is that at times vehicles would overflow onto Jerrold
Ave, since there is no room to park on the side of New Brighton Road currently. There is no bus
connection close by so people will have vehicles. What if someone has a boat or camper? Where could
that be parked? More vehicles may make it harder or more dangerous for new owners to get out of their
driveways and for people turning off of Jerrold Ave onto New Brighton Road. Does this warrant a
traffic study and not just approval for 4 driveways?
Subd. 4 Parking in Driveways. In all residential districts, there shall be no more than four vehicles
parked on a driveway.
Subd. 5 Parking on Public Streets. Parking on public streets shall not exceed six hours.
Subd. 8 Setback from Intersections. Parking shall be set back from street intersections as
follows:
A. Twenty (20) feet from crosswalk of any uncontrolled intersection;
B. Thirty (30) feet from crosswalk of any controlled intersection; and
C. Twenty (20) feet from any intersection without a marked crosswalk.
4. So I wondering if having 3 slightly bigger homes is better than having 4 homes with 4
driveways and more vehicles.
5. 5/20/20 Letter we received says PC# 26-003 Ecko Estates. Where does this name fit in as I
do not recall hearing it before?
6. Does the drawing show which trees will be removed?
