CONSENT ITEM—6C
ltm--
---ARZEN
MEMORANDUM
DATE: June 22, 2020
TO: Honorable Mayor and City Council Members
David Perrault, City Administrator
FROM: Todd Blomstrom, Public Works Director/City Engineer
SUBJECT: Professional Services Agreement for Lift Station No. 10
Budgeted Amount: Actual Amount: Funding Sources:
$1001000 $491400 PIR
Council Should Consider
The City Council is requested to consider approval of a professional services agreement with
Bolton & Menk for planning, design and construction administration services related to Lift
Station No. 10 in the amount of$49,400.
Background
The City's Capital Improvement Program identifies rehabilitation work for Lift Station No. 10
located near the intersection of Cleveland Avenue and County Road E2. The lift station has been
in service for 31 years in the current configuration. Several improvements have been identified,
including the potential need to replace aging pumps, check valves, air release valves and control
panel. This lift station also encounters problems with sewer flow backing up into the upstream
manhole due to the bottom elevation of the lift station wet well having minimal elevation drop
from the upstream gravity sewer.
Staff negotiated a proposal with the consulting firm Bolton & Menk to assist with the
rehabilitation of Lift Station No. 10 as provided in Attachment A. Seth Peterson, the project
principal with Bolton & Menk, has been involved with past lift station projects in Arden Hills
over the past 9 years, including Lift Station No. 11 and Lift Station No. 13. Mr. Peterson is
knowledgeable of the City's station configuration standards and has provided quality work in the
past. The one other consultant with past experience working on the City's lift stations is not
available to provide design services.
