Mr. Todd Blomstrom <br /> Date: June 1, 2020 <br /> Page: 2 <br /> Task 2—Alternatives Analysis <br /> • Evaluate the existing condition and remaining service life for existing station components <br /> • Evaluate the existing elevation of the wet well in relation to the invert and rim elevation of <br /> upstream sewer manholes MH 10-001 through MH 10-005 <br /> • Develop a summary of the scope and opinion of probable cost for the following three alternatives: <br /> 1. Rehabilitation of the existing lift station, including replacement of pumps, control panel, <br /> check valves, air release valves,backup floats,transducer, and hatch. <br /> 2. Replacement of the existing submersible station with a similar type of station <br /> 3. Installation of a grinder type station and new small diameter forcemain <br /> • Conduct one(1)meeting with City staff on-site to review the results of the alternatives analysis <br /> • Complete preliminary design summary with alternatives analysis <br /> Task 3—Final Design/Bidding Phase <br /> • Prepare final plans and specifications <br /> • Design review meetings with City staff <br /> • Construction cost estimates <br /> • Assist with State and local agency reviews and permitting (We do not anticipate any permits are <br /> required from the MPCA or the MCES since this is an existing lift station and the flow is not <br /> increasing) <br /> • Bidding services <br /> Task 4—Construction Phase <br /> • Construction administration <br /> • Construction observation <br /> • Construction staking <br /> • Start-up services <br /> • Record drawings <br /> Task 5—Additional Surveying for Trail Section <br /> • Topo survey for trail section from Norma Ave. to Floral Park <br /> We propose to complete the above design and construction phase services for Tasks 1 —4 for a total <br /> estimated fee of$49,400. If the City decides to not replace the entire wet well structure and instead just <br /> replace pumps,piping,valves, and control panel,then this would result in a reduction in fees of$4,900 <br /> for a total of$44,500 for Tasks 1 —4. The work for Task 5, is estimated at$4,665. A detailed hour <br /> breakdown by task is included at the end of this letter. <br /> Because the engineer has no direct control over the scheduling or operations of the project contractor, <br /> construction phase services described in this proposal are estimated based on similar projects and are <br /> proposed to be provided on an hourly basis at the rates noted. <br /> We do not expect there to be any permit fees required for this project since this is an existing lift station. <br /> However, should any permits be required, Bolton&Menk will assist the City in the application process <br /> and the permit application fees shall be the responsibility of the City. <br /> We would be able to start immediately on this project with the preliminary design phase work. We would <br /> anticipate a late summer or fall bid.
