Using the four lots for single family homes is a reasonable use of the Subject Property in <br /> the R-2 Zoning District. <br /> b. Unique Circumstances. The plight of the property owner is due to circumstances unique to <br /> the property not created by the landowner. <br /> The Applicant cites the existing fire station served the city very well and now is not in use <br /> and is a challenge to incorporate into the desired residential setting. Removal of the <br /> unattractive and un-kept buildings is necessary. In addition, a unique circumstance is the <br /> existing pond as it restricts the buildable area. <br /> c. Character of Neighborhood. The variance, if granted, will not alter the essential character <br /> of the neighborhood. <br /> According to the Applicant, the existing neighborhood has homes and lots various sizes. <br /> The adjacent homes and surrounding area will be improved with the new single family <br /> homes that blend into the neighborhood. <br /> 3. Economic Consideration. Economic consideration alone does not constitute a practical <br /> difficulty. <br /> According to the Applicant the proposed variance is not based on economic consideration <br /> alone. <br /> 4. Access to Sunlight. Inadequate access to direct sunlight for solar energy systems shall be <br /> considered a practical difficulty. <br /> A solar energy system is not proposed. <br /> Additional Review <br /> Ramsey County <br /> Ramsey County Senior Transportation Planner has reviewed and approved the proposed driveway <br /> accesses onto New Brighton Road. <br /> Engineering Staff <br /> Engineering Staff reviewed the proposal and the Applicant has worked with staff to address questions <br /> regarding their application and to provide information to staff to review. <br /> Rice Creek Watershed <br /> The Rice Creek Watershed District (RCWD) is charged with reviewing and approving the <br /> stormwater management and drainage plan for the project.
