As a condition of approval, the Applicant shall work with the City to locate the additional 87 <br /> caliper inches of replacement trees on the site or on the adjacent properties to the north and south <br /> of subject property. If the replacement tree plantings cannot be reasonably accommodated on the <br /> site, the City can work with the applicant to find off-site locations for the plantings or require that <br /> a fee in lieu of the plantings be provided. The determination for the placement of the additional <br /> caliper inches will be made prior to final plat approval. <br /> City Code Section 1320.06 Lot Size and Dimensions— Variance Requested <br /> The applicant is proposing to subdivide the existing 3.12-acre property into four single-family <br /> residential lots. All four lots would meet the minimum depth requirement. The <br /> applicant has requested a variance for each lot to have a width of 81.75 feet, or 3.25 feet less than <br /> the minimum width requirement. A map showing the lot widths in the surrounding area is included <br /> in Attachment E. <br /> Variance Requirements— Section 1355.04, Subd. 4 <br /> The City Council is being asked to determine if a variance request to reduce the minimum lot width <br /> requirement should be approved. The sketches that have been submitted show the proposed <br /> subdivision of the parcel into four separate lots. The evaluation of the proposal should be based on <br /> the District Provisions in Section 1320 and the Requirements for a Variance in Section 1355.04, <br /> Subd. 4. Below are the Finding of Facts for the proposed variance. <br /> 1. Purpose and Intent. The variance request shall comply with the purpose and intent of the <br /> provisions of the City's Zoning Regulations and with the policies of the City's Comprehensive <br /> Plan. <br /> The variance request for 3246 New Brighton Road would comply with the purpose and intent <br /> of the R-2 Zoning District and with the policies within the City's Comprehensive Plan. <br /> 2. Practical Difficulties. The Applicant for a variance shall establish that there are practical <br /> difficulties in complying with the provisions of the Arden Hills Zoning Regulations. The term <br /> "Practical Difficulties" as used in the granting of a variance means: <br /> a. Reasonable Use.
