The proposal <br />calls for the Applicant to develop two stormwater ponds on located on the north side of the parcel <br />to assist with water quality and quantity. <br />Discussion <br />Comprehensive Plan <br />The Arden Hills 2040 Comprehensive Plan Land Use Chapter lists the density of dwellings per <br />acre suitable for each residential district. The Land Use Plan defines the Low Density Residential <br />(LDR) district where the Subject Property is located with a density range of 3 to 5 units per acre. <br />The Applicant is proposing to build 4 units on approximately 1.28 acres of land, which would <br />equate to 3.2 units per acre, meeting the requirements of the Comprehensive Plan. <br />Zoning – Flexibility requested <br />The Subject Property is currently zoned R-1, “Single Family Residential District” and has a <br />maximum density of three (3) units per acre of land. The Applicant is proposing 3.2 units per acre, <br />which exceeds the R-1 density standards. The R-2, “Single and Two Family Residential District” <br />has a maximum density of two (2) to five (5) units per acre. The proposed density would require <br />the Subject Parcel to be rezoned to R-2 to meet the density requirements.
