A concept review is considered advisory and is nonbinding to the City and Applicant (Section 1320.14, Subd 4 of the Zoning Code). A formal application will be subject to the full review process, including a public hearing with Planning Commission and City Council review. The Applicant is seeking feedback from the City Council on a concept plan. Background Nathan Fair on behalf of Landmark of Minnesota (“Applicant”) has submitted an application for a Concept Plan Review of a proposed subdivision of 4370 Snelling Avenue. The Applicant is proposing to construct four (4) single family detached dwellings on the approximately 55,900 square foot Subject Property. The property is zoned R-1 Single Family Residential and is guided as Low Density Residential Use (LDR) on the 2040 Land Use Plan. Concept Plan Proposal Existing Conditions The Subject Property is currently the site of a single family detached home with two accessory units located on a single parcel. The Subject Property has access to Snelling Avenue on the west side of the property. The Subject Property is 1.28 acres according to Ramsey County data.
