Page 1 of 2 <br /> <br />DATE: July 20, 2020 <br /> <br />TO: Honorable Mayor and City Council Members <br />David Perrault, City Administrator <br /> <br />FROM: Todd Blomstrom, Public Works Director/City Engineer <br /> <br />SUBJECT: Environmental Investigation for Snelling Avenue North <br /> <br />Budgeted Amount: Actual Amount: Funding Sources: <br /> $4,000,000 TBD PIR, City Utility Funds, Assessments <br /> (2020 – 2024 CIP <br /> with proposed round-a-bout) Council Should Consider <br /> <br />The City Council direction is requested regarding the results of the environmental investigation for <br />the Snelling Avenue North project. <br /> <br />Background <br /> <br />The City’s Capital Improvement Program includes potential roadway and utility improvements along <br />Snelling Avenue North extending from County Road E to Highway 51. The City initiated a <br />feasibility study for the project in late 2019. During the geotechnical investigation process for the <br />feasibility study, the soil boring company reported “Apparent Hydrocarbon Odors” at 11 of the 15 <br />soil boring locations. <br /> <br />In response to this information, the City hired WSB to conduct an environmental investigation to <br />assist with identification of potential contaminants within the project. The scope of work for the <br />environmental investigation included a Phase I Environmental Site Assessment (ESA) and field <br />investigation to evaluate the current subsurface soil, groundwater and soil vapor conditions along the <br />project corridor. A copy of the Phase I ESA is provided in Attachment B. A copy of the Field <br />Investigation Report is provided in Attachment C. <br /> <br />Attachment A provides a figure summarizing the results of the field investigation and indicating <br />locations where analytical test results exceeding Tier 1, Tier 2 and other state guidelines. <br /> <br /> <br />Ryan Spencer with WSB is scheduled to participate in the work session on July 20 to further explain <br />the testing results, state guidelines, and answer questions. Mr. Spencer can also discuss his <br />AGENDA ITEM – 1D <br /> MEMORANDUM <br />
