<br /> <br /> <br />Phase I Environmental Site Assessment <br />Old Snelling Avenue & County Road E Improvements <br />WSB Project No. 015447-000 Page 12 <br />5.4 Historical Use Information <br /> <br />WSB reviewed historical information to determine if past uses would indicate RECs at the Project <br />Corridor. WSB consulted historical sources that were readily available, practically reviewable, and <br />likely to be useful to determine the history of the Project Corridor within the timeframe and <br />constraints of this Phase I ESA. The sources consulted included the following: <br /> <br />· Fire Insurance Maps: Sanborn fire insurance maps for the Project Corridor were <br />requested from ERIS. Often, areas of potential environmental concern, such as locations <br />of former storage tanks or hazardous substance storage, can be identified by referencing <br />historical fire insurance maps. No map information was found for the Project Corridor or <br />adjacent sites. A copy of the Fire Insurance Map Report is included as Appendix E. <br /> <br />· City Directories: ERIS provided city directories for the following Project Corridor and/or <br />cross streets for the years 1961-2017: Arden Place, Bussard Court, County Road E, <br />Cummings Lane, Forest Lane, Glenarden Road, Lake Johanna Boulevard, Lametti Lane, <br />Oak Avenue, Ridgewood Road, Skiles Lane, and Snelling Avenue North (see Appendix <br />F). The city directories primarily identified single-family residential properties throughout <br />for the adjacent sites. The adjacent commercial site located at 3600/3610 Snelling <br />Avenue North has been listed as Lindey’s Prime Steak House and/or Lidney’s Liquors <br />since at least 1961. No listings of environmental significance for the Project Corridor or <br />adjacent sites were identified during the review of the city directories. <br /> <br />· Aerial Photographs: ERIS provided historical aerial photographs of the Project Corridor <br />and surrounding area dating back to 1940. Aerial photographs were reviewed for the <br />years 1940, 1947, 1953, 1957, 1966, 1972, 1984, 1991, 2003, 2005, 2008, 2009, 2010, <br />2013, 2015, 2017, and 2019 (see Appendix G). Due to the scale and quality of some of <br />the photographs, it is difficult to determine activities/specific land use that may have <br />occurred at the Project Corridor and adjacent sites. <br /> <br />Project Corridor Observations <br /> <br />The Project Corridor (configuration of Old Snelling Avenue) has remained unchanged <br />since at least 1940. <br /> <br />Adjacent Site Observations <br /> <br />The adjacent sites were primarily undeveloped wooded and/or grassland in 1940. Cross <br />streets located adjacent to the northern half of the Project Corridor are first visible on the <br />1947 photograph, with houses developed along the adjacent cross streets over time from <br />approximately 1953 to 1966. Development of cross streets and residential dwellings <br />located adjacent to the southern half of the Project Corridor occurred over time from <br />approximately 1957 to 1991. <br /> <br />The commercial building located at the northeast quadrant of County Road E and Old <br />Snelling Avenue has remained unchanged since at least 1940. Dating back to 1940, the <br />current City park located at the southeast quadrant of County Road E and Old Snelling <br />Avenue has never been developed. The adjacent sites have remained largely unchanged <br />since at least 1991. <br /> <br />· Topographic Maps: ERIS provided historical USGS topographic maps for the Project <br />Corridor and surrounding area dating back to 1902. Topographic maps were reviewed for <br />the years 1902, 1952, 1958, 1967, 1972, 1980, 1993, 1997, and 2016 (see Appendix H). <br /> <br />Project Corridor Map Observations <br />
