Work) Water, Special Assessments <br /> Council Should Consider <br /> Authorization of professional services by WSB in the amount of $6,050 to prepare a Response <br /> Action Plan, Construction Contingency Plan and MPCA Brownfields enrollment for Snelling <br /> Avenue North. <br /> Back2round/Discussion <br /> The City Council work session on July 20, 2020 included the review of an environmental <br /> investigation for proposed street and utility improvements along Snelling Avenue North between <br /> County Road E and Highway 51. The environmental investigation identified potential <br /> contaminants within the project area and included a Phase I Environmental Site Assessment and <br /> Field Investigation to evaluate the current subsurface soil and groundwater conditions. <br /> Based on the results of the environmental investigation, the City Council directed staff to proceed <br /> with preparing a Response Action Plan (RAP), a Construction Contingency Plan (CCP) and <br /> enrollment of the project into the Minnesota Pollution Control Agency's Brownfields Program. A <br /> proposal from WSB for these services is provided in Attachment A. <br /> The City Council provided further direction during the July 20 work session regarding the scope of <br /> the anticipated environmental work and the overall project. The Council indicated that the project <br /> should proceed with the assumption that a new pedestrian trail will likely not be included within <br /> Page 1 of 2 <br />
