Mr. Todd Blomstrom <br /> July 27, 2020 <br /> Page 2 <br /> Task 1 — Response Action Plan/Construction Contingency Plan <br /> WSB will prepare a RAP/CCP for the proposed Site improvements project. The RAP/CCP will <br /> detail the methods and procedures that will be used to manage contaminated soil and other <br /> regulated materials encountered during construction activities. <br /> The RAP will be submitted along with the previously completed Phase I ESA, Field Investigation, <br /> Geotechnical Investigation, and/or other reports required as part of the MPCA Brownfields <br /> Program enrollment application. It is anticipated that the RAP will be submitted to the MPCA for <br /> review and approval prior to starting construction. The MPCA requires 30 business days for <br /> RAP/CCP review and approval. <br /> Task 2— MPCA Brownfields Program Enrollment <br /> On behalf of the City of Arden Hills, WSB will enroll the Site into the MPCA's Brownfields <br /> Program for technical assistance and eligible contamination liability assurances. It is estimated <br /> that some or all the following MPCA assurances may be requested: <br /> • RAP/CCP Review and Approval <br /> • No Further Action Letter <br /> The MPCA charges $125 per hour for review, approvals, and liability assurances. The MPCA <br /> fees will be billed directly to the City of Arden Hills and are not included in this estimate. <br /> Total Cost and Schedule <br /> The estimated cost to perform the above described RAP/CCP Development and MPCA <br /> Brownfields Program Enrollment Services is a lump sum of$6,050. The table below presents the <br /> estimated cost breakdown and schedule for each task presented in this scope. <br /> Task Estimated Cost <br /> 1 — RAP/CCP Development $5,020 <br /> 2— MPCA Brownfields Program Enrollment $1,030 <br /> Totai Estimated Project Cost $6,050 <br /> If additional work is required beyond this scope, WSB will provide the services on a time and <br /> materials basis with approval from the City of Arden Hills. Upon authorization, WSB can initiate <br /> work immediately and complete the above described tasks in three weeks.
