CONSENT ITEM—6.1 <br /> ,fi` DEN HILLS <br /> MEMORANDUM <br /> DATE: August 24, 2020 <br /> TO: Honorable Mayor and City Councilmembers <br /> Dave Perrault, City Administrator <br /> FROM: Todd Blomstrom, Public Works Director/City Engineer <br /> SUBJECT: Trunk Water Main Evaluation <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> $65,000.00 $29,400.00 Water Utility Fund <br /> Council Should Consider <br /> Authorization of a professional services agreement with TKDA in the amount of $29,400 for the <br /> Trunk Water Main Evaluation project. <br /> Back2round/Discussion <br /> The City Council work session on July 20, 2020 included a discussion of the draft 2021-2025 <br /> Capital Improvement Program (CIP). One of the projects listed within the draft CIP is the Trunk <br /> Water Main Evaluation. This project consists of an evaluation of the primary trunk water main <br /> extending from the south municipal boundary with Roseville to the north and south water towers, <br /> including a crossing under Interstate 694 as shown on Attachment A. Much of this water main has <br /> been in service since 1968 with minimal improvements or replacement. The City Council <br /> discussed the critical nature of this water main and directed staff to move forward with negotiating <br /> a professional services agreement for the study with one of the firms included in the existing <br /> engineering services pool. <br /> Staff worked with TKDA to develop a scope of work for the study, which is divided into two <br /> phases. The first phase involves an overall evaluation of the transmission main, including a review <br /> of as-built plans, water break history, and soil conditions. Geotechnical borings are included in the <br /> scope of work to assist in characterizing the corrosive nature of soils along the pipe alignment and <br /> identifying locations where pipe deterioration is most likely to be found.
