ARDEN HILLS CITY COUNCIL - JANUARY 31, 2000 24 <br />Ms, Randall advised that the Plmming Commission recommended approval of Planning Case <br />00-04, side yard setback variance for a detached garage (3 feet, 3 inches proposed, when 10 feet <br />is required), based on the "Findings - Side Yard Setback Variance (detached garage)" section of <br />the Staff report dated January S, 2000. <br />Since the next door neighbor's garage is also three feet from the property line, Councilmember <br />Aplikowski stated that she did not see any problems with the request Ms. Randall noted that the <br />next door neighbor's garage has eaves that extend beyond the roof line and applicant's new <br />garage wi1l not <br />MOTION:Councilmember Aplikowski moved and Councilmember Rem seconded a motion <br />to approve Planning Case #00-04, side yard setback variance for a detached <br />garage (3 feet, 3 inches proposed, when 10 feet is required), based on the <br />Findings - Side Yard Setback Variance (detached garage)" section of the Staff <br />report dated January S, 2000. The motion carried unanimously (S-O). <br />4.Case #00-05, Sprint PCS, 1230 Red Fox Road (Water Tower) <br />a. Special Use Permit and Site Plan Approval <br />Ms. Randall explained that the applicant was requesting a Special Use Permit and Site Plan <br />review to allow for the placement of Sprint PCS antennas on the side of the municipal water <br />tower and an electronic equipment building to be located at 1230 Red Fox Road. The antenna <br />requires electronic equipment to be located on the ground, The applicant was proposing this to <br />be at the south side of the water tower. <br />The antennas were proposed to be installed at 50 feet, 60 feet and 83 feet in height A group of <br />four antennas will be at the three different heights and three different directions. <br />The water tower site currently has two buildings in addition to the tower, a Public Works Facility <br />building and an equipment building for the existing antennas, The equipment for this project <br />was proposed to be on a IS by 15 foot slab on the south side of the water tower, The site <br />currently has a drive to access the water tower and an additional drive to access the existing <br />building. The applicant was proposing an additional driveway to access the electronic <br />equipment <br />The equipment consists of three to six cream colored weatherproof cabinets. The cabinets are six <br />foot in height. The City Code requires that mechanical operating equipment located on the <br />ground or on the roof of a premises be screened from view, Staff felt it questionable whether the <br />proposed equipment would be included in this requirement. <br />The applicant does not usually construct a building for the units, however, they do enclose them <br />with a chain link fence, They were proposing some shrubs along the south side of the equipment <br />pad. The equipment meets the required setbacks from the property line and water tower. The <br />applicant was open to other types of fencing around the equipment pad if screening is a concern.
